  The Port of Beaumont Board of Commissioners on Monday voted unanimously to authorize the issuance of $144,200,000 million in Dock and Wharf Facility Revenue Bonds related to the Jefferson Energy Company's project to expand facilities at the Orange County Terminal. The board voted to approve review of the Policy and Procedures Manual. No changes were made to the manual. The board voted to approve abatement agreements with ExxonMobil Oil Coporation for property in the Beaumont Polyethylene Expansion Reinvestment Zone and in the Refinery Reinvestment Zone.

 The Port of Beaumont Board of Commissioners today voted unanimously to renew the portís property insurance coverage for 2016. The policy for the next year was renewed with a 7 percent decrease in premiums for the year, according to Port Director & CEO Chris Fisher. The board adopted a resolution recognizing Director of Corporate Affairs John Roby, who is retiring from the port on February 8.

 The Port of Beaumont Board of Commissioners today voted unanimously to renew the portís employee health insurance coverage with Blue Cross Blue Shield of Texas. The renewal includes a premium increase of approximately 18.5 percent, according to Port Director & CEO Chris Fisher. The port pays 90 percent of premiums for employees, and 80 percent for dependents.

 Beaumont-based soldiers from the 842nd Transportation Battalion unloaded USNS Mendonca Thursday, April 23. The ship arrived Wednesday, April 22, with more than 1,650 pieces of equipment comprised of vehicles, trailers, more than 20 Black Hawk and Chinook helicopters, and other rolling stock from the Hawaii-based 3rd Infantry Brigade Combat Team of the legendary 25th Infantry Division. The equipment is headed to Fort Polk, La. by rail and truck, said Lt. Col. Darrin Bowser, commander of the 842nd Transportation Battalion.

 The Port of Beaumont Board of Commissioners today voted unanimously to reappoint C.A. "PeteĒ Shelton as president of the board. Also reappointed to their leadership positions on the board were Lee Smith, who serves as vice president, and Georgine Guillory, who serves as secretary-treasurer. The board voted unanimously to approve items on the consent agenda, including the minutes of the April 27 board meeting, approval of accounts payable checks exceeding $25,000 for the month of April, and the commissioner expense report for April.

The Port of Beaumont Board of Commissioners today voted unanimously to approve a resolution to provide a partial assignment of the OCI N.V. tax abatement agreement to Air Liquide Large Industries U.S.

The resolution will allow Air Liquide to be assigned a $115 million portion of the total $1.2 billion investment. Port Director & CEO Chris Fisher said that the other terms of the abatement agreement, which was approved January of last year, will remain in place. The port had provided a 10-year abatement of property taxes for 100 percent of the value of improvements made in association with the construction of a methane production facility.

"Itís neutral as far as the portís overall abatement for this project, and the requirement of jobs, local employment, that type of thing,Ē Fisher said. "All these provisions from the original abatement agreement remain in place.

Terry Whiddon with Funchess Mills White & Co, the portís accounting firm that performed the audit, presented the report to the board.

  The Port of Beaumont Board of Commissioners today voted unanimously to approve an engagement letter with Germer PLLC for continued legal services, with Guy Goodson continuing to serve as the portís attorney. The contract is for two years, and did not include a price increase. The board voted to appoint Port Director and CEO Chris Fisher to serve as delegate to the annual convention and meeting of the American Association of Port Authorities.  The Port of Beaumont Board of Commissioners today voted unanimously to authorize Port Director Chris Fisher to negotiate a tax abatement agreement with Oiltanking Beaumont Partners, LP. Jefferson County Commissioners Court is considering the item at its meeting today. Fisher said the abatementís terms would pattern after the countyís agreement.

 Fisher reported that the Port of Beaumont handles approximately 4 million tons of cargo on the public docks and wharves in a normal year, servicing about 200 vessels, up to 30,000 rail cars and ten to twelve thousand trucks. The port handles bulk grain, ash product for aggregates, military cargo, steel products and general break bulk cargo, as well as wood bulk from Brazil and bagged goods.

 The Port of Beaumont Board of Commissioners today voted unanimously to approve a change order to a contract for the Orange County Automation Project with Trans-Global Solutions, Inc. The change order will deduct $108,014, bringing the total for the contract down from $569,760 to $461,745. According to Port Director Chris Fisher, the change order was due to a reduction in the amount of automated radio remote-control switches, while adding some labor costs.

 The Port of Beaumont Board of Commissioners today voted unanimously to approve the portís 2014 Master Facilities Plan, a 10-year, approximately $500 million plan for improvements to the portís facilities. Port Director Chris Fisher said the plan is updated approximately every 10 years, though the previous plan was approved in 2006.

On Dec. 2, four Royal Air Force officers set out in a 24-foot rowboat from the Atlantic island of Tenerife near Spain, pulling for Antigua in the Caribbean as part of an 18-boat race called the Talisker Whisky Atlantic Challenge.

The crew of Jane McIntosh, skipper; Warren Burns; Howard Raw; and Elizabeth Beauchamp - all experienced rowers - ran into the kind of trouble no mariner wants.

Electricity failed. The steering failed. High seas and high wind battered the boat. Food and water ran low and ran out. Then the worst happened. The rudder snapped,

That was 51 days into the voyage, on Jan. 23.

A distress call went out, picked up by the U.S. Coast Guard in Puerto Rico, about 1,500 miles distant. The rowboat crew was halfway through its race, but almost all done. Almost all out of luck.

The Port of Beaumont Board of Commissioners today voted unanimously to enter into a tax abatement agreement with OCI N.V. for property located within the OCI Reinvestment Zone.

OCI N.V. plans to build a methane production facility in the Beaumont area.  Capital investment in the project is expected to total $1.2 billion.  The port will provide a 10-year tax abatement for 100 percent of the value of improvements made in association with construction of the facility.

Jefferson County Commissioners Court approved a similar tax abatement for OCI N.V. on January 13.

The board voted to approve a renewal of port property insurance for 2014.  The policy takes effect January 31, and continues through January 31, 2015.  The total cost of the policy renewal is $483,785, and reflects a $51,000 decrease compared to the previous year, Port Director Chris Fisher said in his report on the meeting. 

The board voted to approve a tax abatement agreement with BASF Corporation for property within the BASF Corporation Reinvestment Zone.  The abatement is for a seven year term, with 100 percent of the value of improvements abated the first three years, with the abatement being reduced by 10 percent each following year.

The board voted to approve a marketing and development agreement with Port of Beaumont Petroleum Transload Terminal III, LLC for property located in Orange County.

All items were approved.  All votes were unanimous with all members present.

 The Port of Beaumont Board of Commissioners today voted unanimously to approve an advance funding agreement with the Texas Department of Transportation for the Orange County Overpass Project. The overpass will be over the main rail lines at the port's new Orange County Terminal. "It will provide a grade separation that will increase the transportation efficiency in and out of the new terminal that we're developing, and will also promote safety, as it will provide a grade separation between railway and roadway traffic,Ē Port Director and CEO Chris Fisher said.
